Manassas council OKs federal immigration enforcement for police

The Manassas City Council unanimously authorized its police department to begin enforcing federal immigration laws.

The Council’s vote on Monday night authorizes police chief John J. Skinner to sign a memorandum of understanding with the Department of Homeland Security that will give city police a broad-ranging tool to fight illegal alien criminal activity in the city.

According to the city’s draft memorandum,  all illegal immigrants convicted of state or federal felony crimes against persons, property and society could be subject to deportation. People who commit more minor offenses including trespassing and disorderly conduct could be subject to deportation as well.

This list of offenses also match those in the separate agreements that Prince William County, Manassas Park and the Prince William Sheriff’s Office are negotiating with Homeland Security and are identical to the one the town of Herndon has submitted, said Skinner. 

Under the agreement, the officers trained by Immigration and Customs Enforcement officers would “have the power and the authority to interrogate any person believed to be an alien as to his right to be or remain in the United States and to process for immigration violations… .”

Illegal immigrants convicted of crimes must complete their sentence s before they are turned over to for deportation.

The agreement calls for a maximum of seven police officers from Manassas to be trained . Those officers will eventually focus on criminal gang participation, career criminals, illegal document offenders, drug enforcement, human smuggling and other serious criminal activities.

These crimes will be handled by a new unit called the Special Problems/Criminal Alien Unit.

Four of those officers are currently employed by the police department, including one who is scheduled to graduate from a four-week training session in Frederick, Md. on Friday. 

Major Donald McKinnon Jr. said the department plans on submitting a supplemental request for the three additional officers in the 2009 fiscal budget process.

Expenses related to the program were not included in city manager Lawrence Hughes’ budget which was presented to the council on Monday.

Except for what appeared to be a few typos in the agreement,  which McKinnon said will be addressed in the coming weeks,  the council was openly complimentary to the police department and its work on the new program. 

However, Hughes warned the council that the time and money needed for this program in the future will likely increase based on what has happened at the Prince William-Manassas Regional Adult Detention Center.

Hughes said the jail staff trained to handle immigration issues will likely need to be doubled in the future to keep up with the workload and that this scenario could also happen to the Manassas police department. 

The department has also expressed some fears that by taking on federal responsibilities, it will lose the help of the local immigration officers currently assigned to the Northern Virginia Gang Taskforce.

“If we throw the obligation of performing work that the ICE agent is working onto them, we will have a net loss [in coverage],” McKinnon said.

The levels of violent crime and drug activity in the area have soared since this ‘mass invasion’ began. The new enforcement measure is long over due. I look forward to seeing the day that Manassas returns to the safe, close knit community that it used to be.

These were the only facts and figures readily available from jail statistics and incarceration rates. This figure was quoted by Prince William County BOCs chairman Corey Stewart and others. Sorry about the illegal Hispanic comments they were out of line. Grant it a majority of illegals in the NOVA area are of Hispanic descent. Speaking of ignorance the law will be enforced starting next week. It has not been in effect for 4 months as you have mentioned. Chris Cummings

Chris, I don’t know where you are getting you statistics from but they are way wrong. Jails have many inmates and 30% is not correct. The only reason why they have risen from the 14% that it was is because this current law has been in affect for at least 4 months now. I really wish people would do their research before they speak. I guess there is alot of ignorance in this world… LOJIXX!

A lot of illegal Hispanics have been leaving which is a net positive for the legal immigrants that are left. More access to goods and services that were being stolen or illegally obtained will now be legally obtained. As for the recent news article from a San Francisco organization saying illegal immigrants add more money to the economy than take away. Their statistics were bogus because they factord legal immigrants into the mix. How come illegal immigrants make up around 30% of the inmates in Northern Va. jails if these illegal immigrants are so law abiding, whereas illegals only make up 3% of the General Population in the US? Answers please? Chris Cummings.

It is about time Manassas started enforcing all laws and not cherry picking the ones it decides to enforce. To start, they should stop at each 7/11 and Mcdonalds and you could get rid of 40% of the illegals right there. Also, start checking the ID of each resident that uses the library and public parks. I for one will start calling the police whenever I see a public gathering. If you have more than a handful of people blocking roads or places to park at place like 7/11, I am going to call so the police can start checking the status. Try me, I have already been succesful in Woodbridge. If you are illegal, you are gone. GET OUT!!!!!!!!!

I THINKS ITS A JOKE THE MORE U TRY TO TAKE THE OUT, THE MORE THEYRE GONNA TRY TO GET IN. I HAVE NOTICED THAT EVER SINCE THEY BEEN SAYING THIS LAW IS GOING TO PASS ALOT OF HISPANIC PEOPLE HAVE BEEN LEAVING.HAS A BUISNESS OWNER IVE NOTICED WE’VE BEEN LOOSING ALOT OF MONEY.THEY DO HELP OUR ECONOMY & MOST ILLEGALS DO WORK VERY HARD. THEY ACTUALLY WORK HARDER THAN CITIZENS, GET RID OF THE ILLEGALS THAT ARE COMMITING CRIMES & NOT WORKING, NOT PAYING TAXES NOT THE ONES THAT ARE MAKING OUR ECONOMY GROW, WHEN I MOVED HERE 6 YRS AGO MANASSAS WAS NOTHING!!!

We need to crackdown on the problem now, for the costs of illegal immigration will only increase with more illegals slipping in. Google Roy Beck and see the problems if we keep accepting illegal immigrants and not doing anything about the problems in the home countries of these illegal immigrants. A vicious cycle that will only be solved by cutting immigration numbers. Chris Cummings
