Police: Carjacking suspect wanted in murder

Police say a man who carjacked a Woodbridge woman’s Toyota early Friday is suspected of killing a man in Fairfax County the next day.

By Sunday, he was jailed in Prince George’s County, Md.

Police in Prince William have obtained warrants charging 18-year-old Tyree Dejuan Harvey with carjacking, felony eluding police and felony hit-and-run. Harvey is currently being held at the Prince George’s regional jail on other charges.

Police in Fairfax County also plan to serve warrants charging Harvey with murder and attempted robbery, according to a press release.

Investigators there are charging him with shooting and killing 54-year-old William J. Bowie, of no fixed address, in the 9100 block of U.S. 1, about 11 p.m. Saturday —a day after the carjacking.

The man died from a gunshot wound to the chest and was found lying on the sidewalk in the Woodlawn area, near Fort Belvoir, by a fire and rescue crew responding to an unrelated call.

The U.S. Marshal Service arrested Harvey about two hours later — on Sunday morning — in Prince George’s County, where he lives. He was expected to be extradited to Fairfax County on the murder charge.

Later the same day Prince William police arrested 19-year-old Jothan C. Phillips of Bayside Avenue in Woodbridge on charges of accessory to carjacking and felony possession of stolen property.

He is the second man police believed was involved in the Friday carjacking.

Phillips is being held without bond, pending a court date of July 13.

Harvey’s court date is still pending the serving of the arrest warrant.

The events in the Woodbridge carjacking unfolded about 9:30 a.m. Friday.

Police said the victim was getting into her 1996 Toyota Corolla that was parked at her home on East Longview Drive when two men approached and shoved her out of the car.

They did not use a weapon in the crime, said police 1st Sgt. Kim Chinn.

A short time later a police officer spotted the stolen car on Hillendale Drive in Dale City — about 10 miles from where it was reported stolen.

The officer followed the car as it turned onto Prince William Parkway and then sped toward Interstate 95. But when the car was in the intersection of Prince William Parkway and Minnieville Road, it slammed into a white work truck.

The Toyota sustained heavy front-end damage and both men inside the car jumped out and ran from the scene.

The driver and passenger in the work truck were taken to a local hospital with what appeared to be minor injuries, police said.
