Eight charged with soliciting sex in parks

Over the last month and a half, Prince William County Police have investigated reports of criminal sexual activity in Locust Shade Park, 4701 Locust Shade Drive, Triangle, Va.

The investigation has resulted in the arrests – so far – of eight individuals on charges ranging from criminal solicitation to indecent exposure to obscene acts. The investigation continues, and members of the Department’s Special Crimes Unit have targeted the park and surrounding areas for special enforcement in the coming months.

Officers made the following arrests on Thursday, June 12, 2008, between noon and 5:30 p.m.:

Charles R. Randall, 57, Fredericksburg, Va.
Charge(s): Solicitation for Crimes Against Nature
Bond: Held on $2,000
Court Date: 7-28-08

Paul A. Cupka, Jr., 50, Stafford, Va.
Charge(s): Obscene Sexual Display, Indecent Exposure
Bond: Held on $2,000
Court Date: 8-25-08

Edwin G. Lowther, 41, Lake Ridge, VA
Charge(s): Obscene Sexual Display, Indecent Exposure
Bond: Released on $6,000
Court Date: 8-25-08

Officers made the following arrests on Thursday, May 8, 2008, between 3:30 p.m. and 4:30 p.m.:

Charles D. Ross, 44, Stafford, Va.
Charge(s): Solicitation for Crimes Against Nature, Indecent Exposure, Obscene Sexual Display
Bond: Held on $1,500
Court Date: 6-30-08

William M. Stewart, 50, Stafford, Va.
Charge(s): Solicitation for Crimes Against Nature
Bond: Held on $2,000
Court Date: 6-6-08

Officers made the following arrests on Thursday, May 1, 2008, between 12:30 p.m. and 4 p.m.:

David W. Ford, 45, Dumfries, Va.
Charge(s): Solicitation for Crimes Against Nature, Obscene Sexual Display, Indecent Exposure
Bond: Released on $10,000
Court Date: 6-6-08

James M. Anderson, 51, Stafford, Va.
Charge(s): Criminal Solicitation, Indecent Exposure, Obscene Sexual Display
Bond: Released on $10,000
Court Date: 6-6-08

William D. Jones, 45, Stafford, Va.
Charge(s): Criminal Solicitation, Indecent Exposure, Obscene Sexual Display
Bond: Released on $5,000
Court Date: 7-28-08

These people have been found guilty before a trial has even happened that is not fair or right

These arrests won’t stop it from continuing…I just don’t like convicting someone here before there has even been a trial…cops do make mistakes and people do get off on technicalities…Let’s not be so fast to brand these guys though the evidence appears overwhelmingly…

But with their picture and names available for public awareness, it will not be easy for them to function afterwards, which is the point of it all.  Hopefully they will have to move to a place that accepts that type of sick activity.

Thier families should know what they were doing at the park.Who cares if it’s thier 1st offense-perhaps now they wont be able to carry on with this behavior. If it were your family member wouldn’t you want to know?

first of all, they didnt post their physical address, just the town they live in…second, once you are considered a sexual predator/deviant, your private life and physical address become public knowledge.  all one has to do is look you up.  they will be required to register with the state and they will be known everywhere they go as a sexual predator.  serves them right.

Which part of CRIMINAL sexual activity don’t you get? Say they got tired of what they were getting away with & turn to children, maybe by putting their pictures in the paper we are avoiding that.
If they cared about their families, they wouldn’t be in the paper to begin with.

Why would you blame editors for ruining these mens lives? What if your CHILD had been at this park and witnessed this? Would you feel the same? Indecent Exposure, and Criminal Sexual Display are not a victimless crimes….especially for the witnesses! What about some compassion for them?
