Deane, consul answer questions
More than 100 people attended a meeting with Prince William police Chief Charlie T. Deane and Enrique Escorza, the Mexican general consul in Washington, D.C., to have their questions answered about the police department's recently implemented illegal immigration enforcement plan.
"Community and police must embark in a partnership," Escorza read in Spanish from a prepared statement, with a printed translation provided. "… There are concerns that the fear of the lack of knowledge may nourish wrong perceptions. It is also a concern for all that situations like that may increase unintended stereotypes and attitudes that emphasize social
tensions. ... Therefore, factual information is the key to respect and be respected. That is exactly what we are looking for and that is the reason why we are here."
The informational meeting, held at the Hi Mart on U.S. 1 in Woodbridge, was one of nearly 30 Deane has held to educate the community about the policy mandated under a resolution the Prince William Board of County Supervisors passed unanimously last year.
The resolution, which thrust the county into the national spotlight and led to months of heated debate, denies some county services to illegal immigrants and requires police officers to investigate the immigration status of someone arrested for minor or serious offenses when there is probable cause that they are illegal.
It also called for the department to work with U.S. Immigration and Customs Enforcement under the 287(g) program—something being done through the six-member criminal alien unit that will focus on serious crimes.
During the meeting, Deane explained how the policy came to be and what it requires of the
police.
He and Escorza then fielded questions that drew the meeting from 7 p.m. past 9 p.m.
Concerns about ICE raids at two work sites in the Manassas area when 34 Latin America nationals were arrested Monday were brought up during the meeting.
Deane said the police department provided assistance during the raid but did not assist in the
investigation.
Many of the questions that came in English and Spanish were directed at how probable cause is determined.
Deane's answer that officers will rely on facts and information, which could include everything from someone's inability to speak English to providing a forged ID, frustrated some who said they felt the answer was too vague.
"He leaves a lot of questions in our heads," 30-year-old Marlin Fisher, a U.S. citizen originally from Peru, said of the chief's answer to her question about using someone's language as a means to building probable cause is equivalent to racial profiling.
Several asked what would happen to a person involved in an accident who has no driver's license.
That was one of the main concerns of Jacoba Casteneda, an illegal immigrant living in Woodbridge, who said he has no driver's license but has to be able to drive.
Casteneda, who lives with his wife and two U.S.-born children, said he worries he'll be deported and separated from his family if he's ever pulled over.
"Before, nobody was scared about police officers," he said before the start of the meeting. "Now everybody's scared."
But many proponents of the measure have argued that illegal is illegal, regardless of whether a criminal act is committed, and that failed action at the federal level has created a need for local and state government to enforce immigration law.
While Deane reiterated that each case would vary, he said a person's immigration status might be checked if there is no driver's license.
He reiterated that victims and witnesses would be protected, and immigration status of those individuals would not be checked.
But tricky situations could arise, he added, when a known criminal or gang member is the victim of a crime.
"But our commitment to you," he said, "is we will do what we can to protect victims and witnesses."

I dont think anyone is whining or anything. I think people have a total right to value the citizenship of our country. If it’s valuable then it should be hard to get. Someone who breaks the law should be punished, regardless of being a legal or illegal. Illegals should be deported, anyone who doesnt believe so advocates law breakers and that is what’s really sad. Ignore the problem and it doesnt go away, it just get’s worse.

I ask you: were we civilized when we went into Iraq for those WMD that never existed,creating carnage and a civil war - alreasdy 5 yrs duration? and the enormous lies by the scummy Buish crowd? Or do you too lie and turn the other cheek as a big Christian. You need to do some reading and do some whumping and thumping.

if you all could take a minute from your sobbing and wailing about the word ‘illegal’, did you ever consider that we have some 2 million law enforcement officers throughout our great Nation who enforce all the laws that we break and become illegal!! STOP and say something meaningful to address the problem…..and that is not to deport them all…...etc…that aint gonna happen

Having traveled and lived in 39 foreign nations over the years, I find it quite amusing at the insistence by so many people that people in our country need to follow our laws. I’ve seen firsthand how my fellow Americans treat the laws and customs of other nations.
As a general rule, Hispanics living in our county respect our laws far better than the Americans I’ve seen living in other countries. I also know that there are thousands of Americans living and working “illegally” in Mexico, and receive far better treatment by the local officials than Mexicans living here.
Just a bit of perspective folks.

YES, we do have a prblem folks, and YES we need to deal with it….not with extremism that only heatens the matter up and solves NOTHING….wake up folks. Since Jacoba Castaneda confesses her fault with no remorse in front of the Chief Police that she drives without driver license, I wonder if any Police Officer follows her up to make sure, she was not driving her car. On the other hand, take a picture of her just in case any police sees driving a car. Chief Police was too, too nice with the Mexican and the Hispanic community legal or illegal interested in learn about how the police is going to enforce our benevolent immigration law. In contrast what could it happen in another country , including Mexico we as a civilized country must to act like that, illegal immigrants must be grateful to land in this generous country, and since they are already here , the least they can do is OBEY THE LAW, if they do noy know our laws. I would like to ask to the Mexican consul, start teaching our laws to his fellow citizens.
I hope that somebody towed and impounded Mr. Castenega’s vehicle after the meeting. After all…the man did admit that he is not licensed to drive. I have no patience or tolerance for selfish individuals like that man who think nothing about public safety. I wonder if that consolate from Mexico addressed anything at all about improving the lives of his fellow countrymen IN THEIR OWN COUNTRY! My guess is that he did not.

Illegal immigrants are responsible for much of the gang activity in Virginia, and the relationship among local, state and federal law enforcement agencies should be strengthened to better address the problem, according to a study by a Washington think tank that advocates limits on immigration.
The Center for Immigration Studies has not released its 250-page report examining the relationship between illegal immigration and gang activity in the state, but representatives released several findings yesterday. The group plans to look at the issue on a national scale, but officials said it seemed logical to start in Virginia.
Among the study’s other findings was that immigration enforcement officers have arrested more members of the gang Mara Salvatrucha, or MS-13, in Virginia than in any other ICE jurisdiction.
Of the 341 gang members arrested by ICE in the state between February 2005 and September 2007, almost 80 percent were members of MS-13, the study found. Gang investigators estimate that 90 percent of the members of that gang are illegal immigrants, the study said.
