When I look into my American Heritage College dictionary (Third Edition), I also see the meaning stated to be “A fool; an idiot” as well. In my opinion, someone too lazy to put their shopping cart in a safe place, is a putz.
Thankfully, we are in America and anyone is free to take it as they like. I suggest one just place their shopping cart away where it is suppose to go.
