I think there is a glitch at the traffic light at the intersection of Cardinal Drive and Minnieville Road.
This has happened to me more than once, so I know it has probably happened to other people, too.
At approximately 9 a.m., if you are at the light on Cardinal Drive waiting to turn left onto Minnieville Road, the light only stays green for a few seconds, allowing only a few cars to go through the intersec-tion.
But the light works normally at all other times of the day.

I took your question to Mike Salmon at the Virginia Department of Transportation and he said this signal is working in coordination with other signals along Minnieville Road.
Those signals are programmed to work together from 5:30 a.m. until 10 p.m.
"During this time we are operating four different timing plans on the lights to accommodate the different traffic volumes," said Salmon.
Those plans, and their respective time frames, are signified as morning, midday, afternoon and off peak, said Salmon.
"When we switch these timing plans at 9 a.m., at 3 p.m. and at 7 p.m., a transition period is required for traffic controllers to safely and efficiently execute this transition each time," added Salmon.
The transition period can take about 10 minutes, or about three full cycles of the light, and each signal along Minnieville Road goes through each transition four times a day.
