Prince William County, Va. - Budget time is in its final stages, as Prince William supervisors are set to mark-up the fiscal 2011 proposal during Tuesday's meeting at the McCoart Administration Building.
This is the time when board members make their last-minute changes to the plan, based on the latest reve-nues and expenditures estimates, and prepare the final document for approval and passage on April 27.
With a real estate tax rate of $1.236 per $100 of assesed value, as the board advertised weeks ago, the average county homeowner will pay $3,091 a year. That's up an average of $74 over last year's bills -- but still lower than the average bills for fiscal years 2009 and 2007, according to county figures presented a week ago during a budget recap session.
The board has several considerations at Tuesday's meeting, including the much-debated question of what to do with two libraries that were recommended for closure. The Library Board saw the closing of Independent Hill and Lake Ridge libraries as means of saving thousands of dollars, but several on the board disdained that idea. Mark-up provides supervisors opportunity to identify funding sources to keep the li-braries open.
Also to consider: staffing levels for community services and police; debt service within the Park Authority; pay scales for registrar positions; and whether or not to hold public hearings to decide the future of several county positions and county funds.
The board meeting begins at 2 p.m. and the evening session has been cancelled.
Supervisors will also consider a couple of resolutions from the planning office and two budget amend-ments, including one involving a $40,000 grant from Homeland Security for the police department.
