Gov. Bob McDonnell says a mild winter is increasing the threat of spring wildfires.
Virginia's spring fire season begins Feb. 15 and runs through April 30.
McDonnell said Tuesday that mild, dry weather, along with last year's tornadoes and Hurricane Irene, have created potentially dangerous conditions.
During fire season, it's illegal to burn trash or debris outdoors before 4 p.m. Violators of the ban could be fined up to $500. If an illegal fire escapes, a violator is financially liable for the cost of fighting the blaze and any property damage it causes.
